Organics Farm Not Producing

I have placed dirt, solid waste, water bottles, and water packets all in the inventory of this block. I have done this in full sunlight away from any other blocks. It will not produce any organics. Any idea what I am doing wrong? Does it need to be in a pressurized enviornment?
