If an outpost has a background decor, that is broken for visual aesthetic. The quest wants you to fix it. The issue is, it doesn't highlight it. And, it's non player team interactable MEANING you couldn't repair it even if you wanted to, unless you had lua editor and painstakingly freecammed over an entire station just to find one wrecked battery you needed to edit, then needed to go fix everything.
Also some repairables are in water, and decay anyways. This sucks.
TLDR
Non-player team interactable things that are background still need to be repaired, despite being non interactable.
