No new missions in DynamicEuropa?
ive gone back to previos outposts but there are never any new missions given. is this a feature or a bug?

No that's not intended and sounds like a potential mod conflict to me. Mission givers are coded to allow giving missions again after a 10 minute cooldown. Once that cooldown is over for the location and you redock or come back to the station you should be able to obtain missions again.
