This will be completely irrelevant in the version I just uploaded for DLC4. I override a completely different file that has less potential conflict.

I'm also not sure how much of that file even changes what gets loaded. It's mostly so the mod UI can tell users what files conflict. The pack still gets loaded with all of the files in it, I believe.
