And Taunt kill where he sticks the chainsaw in his victims chest (much like the huntsman taunt) and slowly cuts upwards until he reaches the head and then the victim dies and maybe even their head comes off.
Perhaps a little something like this:
+25% ammo capacity ( though 50% as you put could work with the weapon's possibly risky playing style
+Causes bleed on hit.
+Has a minute chance to cause a scared effect when revved behind enemies (5% initial chance, possibly boosted up on Halloween?)
-10% melee resistance (they'd have to be a super badass to melee a chainsaw wielding psycho and deserve merit for their badassery)
-20% damage range
-No random crits

Killing enemies fills up the frenzy meter, when full alt-fire to gain a 20% (or 25%) boost in movement speed and all damage resistance except melee.
Perhaps something like the Phoginistor, or a temporary ubercharge effect on ones's self. Or perhaps even a charge like the demoman's shield.
Of course you would need something to charge it.
3 seconds,and can cause some kills.
So maybe it will be a secondary weapon? I may be wrong though. But I love the cool idea of the weapon states along with some other states people have mentioned but with some state change.
