The stats
I like the idea of a pyro that doesn't use fire (he could have ice or something different for the gameplay) This weapon MUST be a primary. There's my Idea for the stats:

+50% more ammo

! Burning effect is remplaced by bleeding effect, The bleeding effect last less longer than the fire effect but it's harder to remove it (you can't extinguich it with water, :jarate: or mad milk)

! Airblast is remplaced by a charge that uses 100 ammo (like the demoknight, look at the
picture of the pyro running after a scout) Or the airblast could be replaced by gasoline that you throw on your ennemies. No idea what it could do let me know what you think

! Tauntkill?

-10% speed

- Less range (your range is like an highlander)

+Causes bleed on hit
+Does minicrits on burning enemies
+Has a 100% chance to slow enemy down (maybe)
+100% chance to minicrit burning enemies

-Does not catch victim on fire
-20% smaller damage range
-No random critical hits
-Has a loud sound
-No airblast
-3 ammo consumed per second

And Taunt kill where he sticks the chainsaw in his victims chest (much like the huntsman taunt) and slowly cuts upwards until he reaches the head and then the victim dies and maybe even their head comes off.

well speed bonus would be like the powerjack. Still it's a good idea you have here. I only think it would be cool to replace the airblast for something else you know :)
I agree with the smaller damage range and the speed bonus concept but I'm thinking do it in a more buff banner/phlog kind of way. A buildable charge that gives you some speed would be good. I think since it's effectively a melee weapon, a damage or bleed bonus wouldn't be out of the question but criticals on burning enemies might be a bit much. Realistically 3 bonuses, 2 to 3 drawbacks (4 if one is a flavor kind of thing) and maybe an ability is fitting. I do like the idea of a loud sound though, it makes ambushes harder and adds flavor.

Perhaps a little something like this:

+25% ammo capacity ( though 50% as you put could work with the weapon's possibly risky playing style
+Causes bleed on hit.
+Has a minute chance to cause a scared effect when revved behind enemies (5% initial chance, possibly boosted up on Halloween?)
-10% melee resistance (they'd have to be a super badass to melee a chainsaw wielding psycho and deserve merit for their badassery)
-20% damage range
-No random crits
IS LOUD
Killing enemies fills up the frenzy meter, when full alt-fire to gain a 20% (or 25%) boost in movement speed and all damage resistance except melee.

Of course you would need something to charge it.

Maybe the taunt will be spinning around?

PS -Taunt kill should be jabbing someone with it then letting it rip with 5 or 10sec of crits after words.

Will never do crit
LOUDER SOUND (R.I.P hears ?)
-65% range
When in hand : +15% slow
No airblast
Dosn't do flame !

stats:
+70% move speed on wearer
Melee weapon used as primary weapon.
On kill: Heads will roll.
(This weapon has a large melee range and deploys and holsters slower)
