Yes, in the settings pop-up at the start of the game. Just select New-Frontiers Settings from the options and then disable it.

For an on-going game, you can remove this fantastic addition from the mod by going to:
\SteamLibrary\steamapps\workshop\content\281990\2475617894\common\on_actions\newfrontiers_on_actions.txt

And removing or commenting out the line `newfrontiers_periodic_event.200` under `on_yearly_pulse`
