IIRC, the relay in the self destruct room is probably from when they added the ability to make indestructible junction boxes. In this same update, they made it so you could use relays as junction boxes in a more reliable way that doesn't glitch out your electric grid.
I then removed about 75% of the junction boxes and "replaced" them with either invisible indestructible ones or relays because no one wants to have to repair a zillion different junction boxes. This change, for one reason or another, required some changes to the self destruct logic for it to work correctly and that relay is probably left over from some debugging.
