It appears that when I attempt to use Rocket engines they burn Hydrogen from the grid. If I try a completely separate Rocket fuel system the Rocket engines work, the do not consume hydrogen, but they also do not consume the rocket fuel. making any amount of rocket fuel infinite fuel. Interestingly enough there MUST be some rocket fuel. It does recognize the difference between an empty tank and one with any % of fuel.
