Pros:
On backstab miss and on hit:Enemy bleeds for 10 seconds

It's about shoes, so it makes you go faster on backstab

On backstab: +40% movement speed for 6 seconds
Can only decloak when the cloak runs out

What do you mean by enemy bleeds for 10 seconds when backstab miss and hit, If you backstab him, he should be dead, and if you miss enemy bleeds?

and the faster firing speed seems pointless, making it seem more like a facestab knife with a weaker stab value

face stab of 30 instead of 40

-25% damage
+10% movespeed
upon successful backstab, gain 1/2 of their movement speed as extra speed (really hard to stab a scout but if you do, your speed will be overpowered.)
-no cloaking

Backstabbing people will fill your shoe-o-meter.
Once full, depending on what class you backstabbed last, you gain certain attributes.
If shoe-o-meter is full and you start butterknifing you lose 75% of the meter. Attributes don't apply anymore.

Pyro: become fireproof. Still take normal fire damage.
Soldier: Take less rocket damage.
Demoman: Demomen can't detonate stickies if you're on top of them.
Scout: Gotta go fast.
Engineer: More sap damage ( if stock ). Faster deconstruction rate ( if red tape recorder)
Engineer V2: Ammo pickups ( no matter which ones) fill your cloak instantly.
Heavy: Increased max HP. ( untill you backstab another class)
Medic: Get more HP from pickups.
Medic V2: Health regen!
Sniper: Don't flinch when taking damage.
Spy: Faster disguise rate. No make no noise while walking.

On Backstab: Does not kill, forces victim to laugh, and is "Marked For Death" for 15 seconds
On Backstab: Victim is immune to backstabs by the same player for 20 seconds (as in, the same person can not be backstabbed by the same spy causing an eternal life in laughter)
25% Less Damage
15% Slower Attack Speed

maybe you start out with the movement speed of a heavy but each backstab gives you bonus move speed (stacks up to just below the speed of a scout, maybe 4 backstabs)
I think it would copy the enemies movement speed. Mostly nothing, but get a scout and you're the super speedy spy for a while! Get a heavy and you are very slow. Hell, maybe it could add damage resistance based on how slow you are. Wanna be fast? Well don't get hit. What about the other seven classes? Well I can't come up with EVERYTHING now can I?

I was thinking maybe because its a shoe horn something to do with damage based on the misc items of your target. like the more they are wearing the more damage done or something. I do like DifferentSideOfPsychotic's idea about speed and damage.

on backstab on spy wearing rogues brogues or sneaky spats of sneaking, get pair of rogues brogues or sneaky spats of sneaking

backstabbes collect shoes
the number of shoes increases your cloak duration and speed
