If I made a style that were just the goggles, there'd be a few problems. Main problem being, the goggles and hat may as well just be two separate items at that point, which I think valve would be less keen to add. Plus, if they were separate, they'd have the same really awkward clipping that the original gibusvision combo has, which I was able to work around by having it be a style of the same item (you'll notice the hat changes position quite a bit on Soldier with the cryovision style).
Another reason why the goggles aren't their own thing is I doubt valve would implement a special effect to them like the pyrovision goggles have, so it'd be kinda weird to equip the goggles and have nothing change. At least as a style, it has the benefit of having the hat to look fresh.
