Tech Level 6

Does anyone know the requirements to have tech level 6 become available to research, is it a blueprint purchased by a trader like it is to unlock tech level 5 or is it in the research tree?

I really wish the author of this mod didn't oversee this little issue, I've checked in-game, tried using FCS to figure out how to unlock tech level 6 to the point I'm unsure if its a bug or he just made some rare blueprint, not knowing annoys me. Meh.
