1st it had been found like empty town/capital/etc
2nd when I get closer it gets village/city icon on map
3rd a bit later all the chain got icons of ruins but nothing changed in towns
(I havent killed shogun or dominion's officers)
also I occasionally cant enter their nobble's houses and throne (invisible door:) ) re-loading sometimes helps
The Dominion are an "emergent" faction and will only spawn in when certain conditions are met. Such as the death of a certain emperor...

Im not sure how this trigger list makes sense. Why would all these other leaders have to be dead before the HN outlaws get to have stack. Does not your faction relation matter?
So was besieging and capturing the UC nobles and noticed that Catun was still not changing factions despite executing both Longen and Tangu (My base was near Catun so it was annoying having to fend of raids spawning so close). So I read the Town Override guide and it says that I also need to take out Lord Yoshinaga in order to trigger the world state change.
I check the wiki and it says that Yoshinaga is in Heng. I didn't take him out there while i was dealing with Longen so i go back, and I didnt find Yoshinaga but some randomly generated Empire Noble instead. I Import a few times and when that didn't work, I tried looking up guides on how to check Yoshinaga's status in FCS. Still no dice.
I was getting fed up and was afraid that this might be some sort of bug which would kill my will to continue with my playthrough. After a few more game imports with nothing changing, I decided to check out Heft to see if it had any issues with World State changing. And then lo and behold I find that fat bastard Yoshinaga sitting on the Emperor's throne in Heft, giddy at being the new head Honcho.
I didn't bother with any elaborate days-long sieges this time, I just kidnapped him, and burned his fat ass in the desert just outside the city.
TL:DR, If you already killed Longen and Tengu, Yoshinaga leaves Heng and moves to Heft.
