Report a translation problem
In the mission 11 script, you are recapturing the "Technology Center" (Prison) to gain back the Stealth Tank (Ezekiel’s Wheel) technology that was stolen from you (Nod). You can't win the mission if you don't capture it. If you build the Airstrip before capturing it, you should not be able to build the Stealth Tank until you do. Just like GDI missions where you destroy SAMs to gain access to Airstrike.

If it were up to me, I would have used the Technology Centers as a means to unlock advanced units (like in Red Alert): Mammoth Tank, Stealth Tank, Flame Tank, MLRS, MSS Launcher, etc....
For Nod I would have made the Bio Lab a requirement for Chemical Warrior, then add it as buildable in the last mission so that you could use them.
I would have made Hospitals like the Repair Bay for vehicles, Once could send infantry into the hospital to be healed, Once healed the unit would walk back out of the building.
These are the things I would change if I could. These 3 buildings also don't have official icons for the ingame sidebar either. I was hoping that they would be created / added in.
And yeah, I always thought it would be cool if the hospitals could heal units. Maybe only if they are nearby?
