Doctrines
I think the doctrines in the mod should be locked to it's era. It just feels weird to have full cold war doctrine completed when its 1918 :/

Doctrine bonuses don't work anyway. That should bar us from doing funky stuff.
Plus, it really does NOT convene you to go past "Post-Great War" with those debuffs 'till you have like 600-700 ArmyXP to make up for it in WW2 doctrines, so not even in 1918 should we go there.
