After extensive testing of mods in 3.5, myself and another person on another forum determined this is the mod that seems to be impacting our galaxy generation. Specifically, EVERY surveyed world (and even stars) trigger as Terraforming Candidates. Only happens with this mod active. It could be a conflict with another mod we're using, of course, but it stops when this one is deactivated.
