Dragon Engine Code Overlap Between Dragon Engine and Dragon Race Engine Build-in

This change require everyone to subscribe Dragon Engine mod after change
Sorry for this change but a lot of problem going to be more each new mechanic function added to Dragon Engine

Dragon Engine do not require to put to mod folder for mechanic and functional
but if put to mod folder it will get some game config tuning apply
