How does the Temporal Incursion weapon work?
I built a Krenim temporal incursion heavy weapon platform and used it to remove several Klingon colonies, receiving an event that "history had been altered and the changes were significant" after each use. At which point I started to notice that several systems had changed ownership, seemingly at random. (The Romulans took one from my vassal, and I took one of the systems I had used the Incursion weapon on, and several of my vassals now had territory deep in Klingon space.)

When I tried to used the Temporal incursion weapon on Qo'nos It failed to remove the colony and I got a message saying the weapon had rebounded off a temporal shield, damaging the ship. Then I tried it again on another nearby colony and got the same message.

Did i spend an ascension point on a planet cracker that can steal my own systems and can only be used 3 times? (Because that would be a truly massive waste of an AP.) Are certain worlds just immune to it? Is there any way to remove that temporal shielding that blocks it from working? (devastation? invasion?) An explanation of the mechanics would be useful.
