Game setup to include all civilizations?
Is there a way to set up the game to include all civilizations? I started a game as Earth with the sliders moved to 120 and the Andorians were not there.

In 4.0 a bug was introduced to vanilla Stellaris preventing prescripted empires set with 'spawn_enabled = yes' from actually appearing.

Our solution to this is kind of the least worst workaround, but it still seems like there are edge cases where empires won't spawn the way we need.

I really, really hope PDS can fix it soon, because it's not a great experience, and actually stops some of the interesting empires from appearing in vanilla too.
