Load game without any mods. Go to new game and make sure you restore to defaults on BOTH General Setting and Advance setting of new game. (for some reason game only restores the active tab not both). Go back to desktop and start game with the mod.

I worked for me after no luck with unsubscribing and subscribing them mod. Than uninstalling and reinstalling base game (obviously I haven't deleted all the files with the setting as when I re-lunch game after reinstall - advance setting were as I have set them when I was trying beta before the 4.0 patch)
