Pre-FTL civilizations stuck at "prewarp"?

With or without revealing myself or sharing tech they just won't progress past prewarp, it stays at 0% in the prewarp age. Do I need to wait for an event which upgrades them to full ftl or is this a bug and they're gonna be stuck like that forever?
