Federating the Galaxy and making alliances
As much as I love the "federation member world" mechanic, is it a limitation of the game itself that it's extremely hard to form an alliance with more than one member? Even the peace-loving Betazoids refused to allow the harmless Bajorans to join. This does happen with federations in Vanilla - wondering if this particular mod might be able to fix that.

whilst playing as the federation I tried making an alliance with the Vulcans- who for some reason are militaristic?? And couldnt get anybody else to join because -1000 will not associate with vulcan high command.

not sure if im doing something wrong but I have the same problem.

Federations in the main game are stupid because the only way to get them to work is if you change the focus to diplomatic weight and voting power based on diplomatic weight, the AI never agrees with each other

The Vulcans start militaristic because that's kind of how they are in the show, pre-Syrannite reformation.

There's an AP, Peace In Our Time, which lets you improve relations between people you're improving relations with, which helps with Alliance entry requests.
