how to 'control' an expanse?

So I have a dig mission inside an expanse, but I can't do the dig because the game says I don't control the expanse. I can't build a starbase on the expanse, so thus cannot claim it. What's the trick here?

Once you've completed the situation, it should allow you to build an outpost there.
