I've been playing as the Romulans recently and wanted to add cloaking devices to my ships, but it seems like they are locked behind an ascension perk.

In order to gain access to this ascension perk, you need to have Subterfuge Traditions or Militarism Traditions. Subterfuge is locked behind the Nemesis DLC (which I don't have), while Militarism is locked behind being either Militarist or Fanatic Militarist.

From a role-playing perspective I don't really want to have to shift ethics just to get cloaking.

Just seems weird that Romulans can't get access to cloaking from the beginning of the game when it's quite iconic for them.
