Original federations laws.

I have Federation DLC. But in mod when i create federation there is no centralization or other laws showing. Is this bug, or what.
Example: Have Hegemony federation as Terran Empire, and in laws menu only one "minimal" centralization button on level 4.

Not a bug. You don't create Federations in this mod, you create Alliances. Those laws are intentionally removed.
