Asteroid Prison

I have the Order Tradition, the Tech and available D class Asteroids and Ice Asteroids to build em, but can't seem to do it. For some reason is not letting me do it.

Also, i captured and asteroid prison from the Andorians, IDK if there is a limit to 1 or you can actually build more..

There is a soft cap, you can only have so many of them, 1 per sector I think!
