Modding the mod a lil

I've poked around in the files a bit, and I know just enough to be dangerous lol...but specifically what I am trying to find is the accession speed and what affects it as far as when the federation is bringing in a new member world. Any idea where I would locate that?

The Federation Accession Situation is in: STNC_04_mechanics_situations
You can experiment with different values there.
