Can't vassalize empires through war as Ferengi

Am I missing something in game? The war option never appears even if the other empire is pathetic and not already a vassal. Are the Ferengi just not able to do it in this mod?

Shouldn't be any differences to how it'd work in vanilla for the same kind of country. But I'll take a look when I've finished updating the Ferengi ship textures.
