Cloaking
With the new Cloaking system in Stellaris will there be a way to make Shields worth the trouble with Cloaks?

I do enjoy playing Romulans but the Cloaking System basically makes Shields unusable for Ships with Cloaking devices. The Cloak wipes out the shields completely and the Shields don't regenerate fast enough in combat to do any good, so your choices are to basically stack Hull or Armor while those who don't use Cloaks can have shields amounting to 34k-64k Shields.

What I would like is for the shields to be restored to 100% after a set time, but right now we just don't have the functionality to do that in a way that doesn't require a tonne of janky script.

Until then it'll kind of follow vanilla.

Is there a chance for further tech into hull plating that could go alongside cloaking tech? Played as the Romulans a bit too but felt too outclassed by high shield tech to make too much use out of cloaking. Felt a bit disappointing given the requirements to get the tech in the first place.

Defo doesn't need a massive buff, as cloaking certainly has a good strategic place as is.

I might just give a 10x shield regen rate for the duration of the shield debuff...

Seems to make sense. Cloak powers off, the power diverts to the shields system to begin charging up. Cloak uses all the shields power so no shields to start with but as the power transfers over they rapidly charge until something about power buffers slows the regen to normal rates.

Did the 10x thing suggested get added or is on a list to potentially? Still doing other runs currently but may wait for a Romulan one.

It seems like he fixed the issue by introducing Refractive Shields, which work amazingly without being overpowered. You can only get access to Refractive Shields if you have Cloaking Technology and it allows your shields to be useful......
