Its there any possibility to include Arbiter class ship or/and temporal verssels like Universe, Valkis, Wells?
It is posible to create custom empire? Im asking this because im Star Trek fan, yes, but I don't like its "americanish" focus and and its aproach that every autoritarian goverement is EVIL. On Earth, there are nations and people who only thrive under authoritarian goverments. Be it monarchies or dictatorships and if they go in to democracy, they are falling apart.... Yes, I can adjust minor empire to suits this, but still I cant change it origin and name, but again, if I do so, then I will suffer from ships inbalance. And well, that was main reson why I dropped New Horizons, if you pick autoritharian, then everyone hates you, even Romulans... lol, and because NH is very, well "purist" when it comes to canon.
Sigh, anyway, minor faction should be possible, especially looking at ST lore, where in almost every series MC teams encounteres humans (either kidnaped, transported or transfered by other means) in every part of the universe. So why not to make a minor human faction on the edge of galaxy (beta/gamma quadrant) that developed differently than mainstream Federation and not fallen to stupidity like Terran Empire?
Lets say, a remnats of old space program, or remnats from Eugenic Wars that didn't wish for Khan vision/empire but didn't wish to stop experiments either....
Well, there is an empire that I lkie, its Romulan Republic, but sadly it is not included in your mod, and its a pure Star Trek Online faction with its unique ships like Faeht, Dinaes, Ra'nodaire or Baratan.
And finall question; why this new version of your mod are so "heavy"? When I last played it (Federation dlc), it was the fastest mods of all 4 total conversions, but now... it drains my PC like crazy and even medium maps are difficult to sustain in mid to later game.
Ps: Did you know that Triglobulin Hunter ships looks very much as Hegemony: Legion of Irons humans Battleship? So, perhaps this ships could be used as another shipset, especialy their destroyer looks like it have naeceles. But this is only a curiosity.

Custom Empires are probably a no, given how we need to have certain flags set for map placement to work. I'm not American, but I also don't really agree with your perception that authoritarianism is anything to be looked favourably toward. If you want to make a submod with your own prescripted empires, that shouldn't be hard to do.
Romulan Republic is available when playing as the Romulans on the Mirror Universe (set Prime Universe to off). Otherwise you can fairly easily look to re-unify the Romulans and Vulcans and play as the nicer Ni'Var.
I've not come across anything that would cause the mod to run much slower. We do do regular speed testing and performance updates though, and as we've added more ships etc. the texture size overall has increased. Might be issues depending on your GPU ram etc.

Hmm... perpahs I will do, because in Star Trek I feel a lack of strife to unite Earth, to forge humanity as one entity. Vulcans come and everyone goes, as under an influence of some sort of an spell, as happy go lucky Starfeet or Mirror madness. There is nothing between.... At least Sin of an Solar Empitre goes better in this topic showing that they united what they could and what they not, they exiled to a barren planet to rot (certain preserves - ring the bell?). After all, Section 31 was not created to, as one prominent member of this organisation said; "to not protect Federation from their external enemies, but to protect it from itself and its past", which past? This was never explained and nowdays Section 31 is doubted as an hoax and in Discovery they are showed as an pure and unredeemamble villians.
Also, do you think that democracy in irs current form is any better? If so, then tell me; do you vote for European Comision Council members?
Do you vote for major decisions of your goverment or they are doing whatever they wish?
Or do you perhaps vote on whoever you wish, or only on this that a major party put on their "lists"?
Not to mention that independent organisations and candidates face a whole pletora of "strange" obstacles even before elections?
Well, democracy in its current form is not so different from a pure dictatorship. The only difference is, in dictatorship you know who to blame for failrues and disasters, in democracy, you don't.
Star Wars is good in this aspect, at least the parts 1-3 where GL shows how exactly democracy is shifting towards tyrany, and we see this nowdas both in US and EU... but, enaugh. This is topis is not about the politics. Its about the game;).
Still, political system is not the only reason why I dislike Americanish style of Star Trek. After all, first and foremost is... USS ship prefix which is not accurate at all compared to other prefixes (IRW - Imperial Romulan Warbird, IKS - Imperial Klingon Starship, and that's ok, but USS - United Starship, what? It should be UFS - United Federation Starship, but no, it is exactly USS - United States Starship, no?), and almost, if not all, episodes happening in the past are happening in the US.
Same goes for hero starships, all of them are US named, while Russian, EU, Asian named starships are background ones, villian ones or an unfortunate victims of accitents, wars, plots, and so on.... Not to mention that all main heroes are US citizens born in the US (except Picard). There is also many other exapmles, but it will teake too long to count them all.
And I understand that GR done what he could to show United Earth when TOS aired (different times), but after that, did something changed? No. Everything follow the same route, US culture, history and hereoes are superior above all others. Sorry, but im sick of this.
Yeh, it works much slover. SW Legacy of the OLD Republic uses 42-46% of my PC RAM (16GB), SW New Dawn uses up to 67% in late game, but ST New Civilizations use 72-76% in the early stages and while im in the main screen (Picard and "Natives") it uses even 92% which is crazy. And after games goest to mid-late stages its almost chocking my PC.
Still, my PC is a bit old, with old Win 7 system (thats why Im slowly migrating form Steam), so this can be the reson. Also, except vanilla game 3.8.4 I use one other mod, Stellar Legion portraits. Normaly I wouldnt, but this new Stellaris Humans are just horribly ugly.
