Report a translation problem
In general it's not a good idea to be triggering events in the console, as a lot of them have very specific requirements in terms of scopes that need to exist or be passed into the event.
In the above example you posted though, you've added spaces where the underscores are in the "random_owned_ship" scope effect.
I just tested it with that correction and it works just fine in country scope, providing you have at least one ship. You'll have issues with the even though, if you're not selecting a science fleet at the time you call the effect.
