What has happened to the Galactic Community?

I've been waiting until 2200 for it to appear, and it hasn't happened.

Do you have any idea what's going on?

I've not made any changes here. You might not have reached the criteria for it triggering.

You have to meet I think something in the neighborhood of 2/3's of the powers on the map, or someone else you've encountered has to have done so.
