Permit rough vacstone ground (and possibly other rough stone ground) to be buildable on space terrain, and permit rough stone ground to be buildable on lava

Reason: I am doing a space station playthrough, and found that I can place lava on space but can't place any other terrain on space. And I can't place anything on lava meaning I am stuck with two tiles of lava forever.

Regarding the first one, yes the "asteroid grounds" mod does exist - except that for some reason the rough vacstone placed with that mod doesn't count as rough vacstone for the purposes of any feature that depends on what the terrain is - for instance, I cannot plant an arcean tree on it, and I cannot use this mod's terraform functions on it. Therefore I wish this mod to provide an option to build terrain in space, because I know that this mod's terrain is "really" the terrain it claims to be
