Bug Report Barrad
I have noticed while playing that when I load a save as the Barrad Magocracy that I can no longer raid, and if I go down the silver star route when I core territory and it removes all manpower, if I load a save past that point the manpower is returned to the territory, while I still keep the manpower I got.

Just tested this with mutliplayer with a few friends as well, it consistently does so there as well, at least for raiding, still need to check for the manpower part. Although resyncing and hot-joining seems to be fine, just reloading the save seems to be the issue.
