Templates locked as Changelings
I'm playing the Changelings and suddenly all the unit templates are locked. I can't alter templates, switch units to different templates, or delete templates (even when no units are using that template). EAW is the only mod I'm using, so it can't be interference from somewhere else. Other countries don't have this issue.

maybe they are special template? different countries has it also.

Changeling Lands, Griffonian Republic and Kasa Free State can't do anything with their templates before removing negative army national spirits.

i never had this problem before i could build divisions before removing the [negative army national spirit] country tag.

With the Changelings you have to get rid of Thoraxian Opposition
