Even if you have a defecto peace (still at war, but nopony is attacking) it'll take a lot of time to recover (so you can recruit about 300 ponies a month, but you're short 10,000 ponies in your armies that'll take about 34 months to recover, that's how long you'll stay at 0 ponypower assuming there are no losses, unless you get more base ponypower, like by getting harsher conscription laws). What is your recruitment law, and how much territory (if any) has the Changelings taken?
This will be late but if you haven't then (in a new game, or once your ponypower gets sorted out) add in Field Hospitals (ponies can get 85% trickleback from them, so for every 100 ponies you lose 85 return to your ponypower pool).
no other mods were running at the time, i am well aware the mods dont play well together so i only ever run EAW and required mods to get that to run, no other mods.
the simplest answer is that it is a hard code so the you can not have a bank of 200k pony power waiting for the changelings to attack. there by forcing you to not be able to hold the front line, and the story will progress the way they want. Note: not that you will loose the entire war, just that you can not hold the first line on the border.
i had exactly 1 army of 24 units with a minimum of level 5 forts along the line. no units in training, no units exercising, no navy (i had deleted it for the ponypower), no air planes (also deleted for the pony power), and then i had exactly 12 units in reserve to handle the coastal invasion. thats all set and ready to go with about 200k pony power in reserve, about 18 months before the usual invasion time. and then boom pony power starts chunking away, so that you have 0 man power in reserve when the war starts, and can not hold the front line no matter how well you do before hand.
again i have to point out this was months ago, and they have had a number of patches and even a large dlc was released so hopefully the next time i play it wont be hard coded in, and it may not even be in any more.
