try setting the Griffonian Empire to the Lord Protector AI the empire will suicide by declaring war on everyone else in the Herzland at once and it takes many years for anyone else to try uniting the Herzlands, or use the console, also the old guard focus path might help because the AI will never attack lvl 10 land forts and that path gives a huge bonus to land fort construction hope that might help
