Lunar Empire?

Is it no longer possible to lead a Luna rebellion in Equestria? If it is how do I do it and if is not could you make it possible again?

Yes, it is possible to lead a Luna rebellion in Equestria. You have to play Equestria for a little over 1 year to get the Forgotten Tribes event. Follow Luna's path to lead the rebellion. Info and spoilers here: https://equestria-at-war.fandom.com/wiki/Equestria#Luna_Led_Reforms
