Fallen Empires
Fallen Empire seem to not spawn with thus mod, is this a bug?

This is actually a bug that occurs on every galaxy expansion mod. Fallen Empires spawn last in the galaxy and if the galaxy is already filled with other ai empires, there will be no room for fallen empires to spawn. As far as I know this spawning process is hard-coded into the game and there is no way for us modders to change that... The easiest way would be to reduce the number of ai opponents.

Thank you for the reply, I will adjust the number of empires and see if I can find the sweet spot for maximum amount of FEs
