Try this. Paste that into Notepad ++, then save it as "koboldracebobbymonboysword.activeitem" and put it in the same folder as the dagger.
EDIT: Yeah, I can see this is your first Starbound mod. It's cool. We all started somewhere! Honestly, that's pretty ambitious doing a race mod first, even with a template! I must, however, strongly insist against changing the IDs of blocks, and overall avoid adding any in unless you really, REALLY need to. If a file you are working with has an ID that is a number, that's very dangerous to mess with. It can and will cause save file corruption. That goes even more severely for liquids. There are a maximum of 65,536 block "slots". That seems like a lot until you realize there are tons of mods and at any time one of yours could be overwritten. There are only 256 slots for liquids. I took Number 16 for one of my private things, hoping I would be safe nestled in a blank spot within Vanilla IDs, and also with the mistaken knowledge that the game was abandoned.
