anyway I can't control the valve final stats and I guess this discussion had to exist. Let's see what people says... (No hard feelings at all)

Well, if you add cannot get ammo from dispensers of course.

-50% total ammo (so if you have 8/40 bullets, you only get 8/20)
-25% explosion kickback
or bullet kickback? So you have a better chance dodging sentries I guess.
+50% clip size(so nine shots in a clip)
-20% damage(so it has a little less output damage than the default)

Can only recieve ammo from ammo packs.
The idea here is that with this weapon you can stay in the game longer but you're not outputting as much damage making it a more defensive weapon. This should be a gun that makes scouts not so over extensive about killing people.

Every kill you get removes 20% of your Projectile regeneration (1 kill = 20% of Projectile cooldown filled)
-Movement decrease by 50% When using Bonk! Atomic Punch
-When stunned: Cannot move (Always stunned as if you were hit by a baseball across the map)
Oh, and by the way...
-When scared: Player is made 'it' and HHH will imediately spawn.
