How to Completely Silence Traders
Disclaimer: For whatever reason, this works for some people but not others. I believe it's because some people delete the files, which is incorrect.

Follow these instructions and it should work, because it's worked for me since I started doing it and it has yet to not work.

You will need to redo this with every official update Killing Floor 2 receives, as it will redownload the files with their original filenames (because it thinks they are missing).

1. Go to the following directory:
C:\Steam\steamapps\common\killingfloor2\KFGame\BrewedPC\Packages\Audio\Voice\

2. There you will see several .upk files. The ones we need to focus on are:
  • WW_VOX_NPC_Hans_Trader
  • WW_VOX_NPC_Lockheart_Trader
  • WW_VOX_NPC_Patriarch_Trader
  • WW_VOX_NPC_Santa_Trader
  • WW_VOX_NPC_Trader

3.
Do not simply delete these files! Here's what you need to do:
You need to rename the files of the traders you want to silence, so they are exactly like this (copy & paste if you need to):
  • WW_VOX_NPC_Hans_Trader(DISABLED)
  • WW_VOX_NPC_Lockheart_Trader(DISABLED)
  • WW_VOX_NPC_Patriarch_Trader(DISABLED)
  • WW_VOX_NPC_Santa_Trader(DISABLED)
  • WW_VOX_NPC_Trader(DISABLED)
So basically just put (DISABLED) right at the end of the filename. No space between "Trader" and "(DISABLED)". "(DISABLED)" in parenthesis and all capital letters. Also be sure you're not erasing the file extension (.upk) in the process!
Your system should alert you if you are about to remove the file extension (if it is set up to show file extensions in the filename), thus changing the file type. If you are not alerted when performing this step, don't worry about it.

4. You're done! Hopefully it works out for you. Traders should be completely silent in-game (with the exception of Santa and Lockheart who have a few lines that are in different files and are necessary for the maps they appear on). This method should work online, as it has for me ever since I started doing it.

Sorry if it doesn't work! From what I hear it's a case-by-case basis, though I don't know what dictates whether or not it works. So I figured I would give instructions on how I do it exactly in hopes that it works for others, too.
