Stats.
Pros:
Does 100 dmg points if you hit someone with this, who is on fire.
+25% faster projectile speed.
Cons:
No random crits.
Does no dmg points to players who are wet, jarated or milked.
-30% less dmg if you hit a player that is not on fire nor wet, milked, jarated.
-70% less fire rate.

instakills is insane, that would be the new puff and sting combo, you could even have a huge range for it too

Your misunderstanding of the way the flare gun works and simply saying "Does 100 dmg points if you hit someone with this, who is on fire." is rather unresearched. Not only that, but YOU complaining because others are giving the simple truth that instakills are too OP. Second, the con-sided part is your own team hurts the use of this weapon. For example, a scout milks a sniper to clean him out, but the sniper puts a quick bullet in and the scout dies. You are running from a distance (Give or take optimal sniping distance.) watching. Since you now cant do ANY ranged damage to the sniper (to spook him, or kill him.) you are quickly killed. And 3rd, with the -70% fire rate, you would have lots of trouble putting any rounds into a quicker class. And if you did manage too a single round into someone, they would probobly have enough time to get a medkit, or have a medic. Or just shoot you in the face, I mean seriously, -70%!? And fourth, +25% projectile speed does not BEGIN to cover the lack of random crits, -70% fire rate, and -30% damage to nonburning players. In conclusion, this is an 100 Dmg point downgrade from the flare gun, and an instant fail. Please, make more balenced weapon stats. If this is added to the game, Ill see it as much as I see the pain train being used (Never).

( - ) For every additional person you hit at one time, the damage is decreased by 20%.
Hit one person, you deal 45 base damage, 62 minicrit damage.
Hit two people, you deal 36 base damage, 50 minicrit damage.
Hit three people, you deal 29 base damage, 40 minicrit damage.
Hit four people, you deal 23 base damage, 32 minicrit damage.
Hit five-plus people, you deal 18 base damage, 26 minicrit damage.
( - ) All critical hits are converted to mini-crits.
( - ) -50% projectile speed (1000 hammer units a second, as opposed to 2000. AKA 10 hu/s more than the medic's Syringe Gun)

Imagined this as a kind of crowd control weapon. Able to cause a lot of enemies to catch on fire at once. It's good on it's own, due to it's increased damage. But if you're dealing and succeeding in hitting a group of enemies, such as a medic+heavy duo, then your damage output will be decreased, especially with the decreased projectile speed and the fact your damage decreases for each additional enemy you hit at one time.
