Report a translation problem

The first problem you described is intended behaviour, it has been programmed to do exactly that so it can find its files regardless of platform or configuration. The second problem is a consequence of running the game without elevated permissions. Run the game in administrator mode to fix it.
I see quite a few partially incompatible mods in your modlist, so problems with the simulation can be caused by these conflicts or otherwise incorrect configuration. Please make sure any possibly conflicting mods have their respective compatibility modes enabled and send over any log files so I can take a look at them.
All other problems are present in the original mod as well. I cannot help you with that, your best bet is the original author Dymanoid. But remember that while some of the problems you are having are not exclusive to this version, this version is not supported by Dymanoid. Feature requests should be forwarded to him as well, this is simply a mirror of the original mod with the added ability to be used offline. You can always try adding the features to the mod yourself, as the license permits this.
I forgot to say those problem from your last updated of mod 2020.05.15.
About first problem, I translated traditional Chinese language by myself and test it. If all files of mod not in C:\Users\(((Your Name))\AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods\1749971558, you can't see any text and only can see boxes and dots option.
About second, I have set the 'Run Administrator' for game, and got this problem.
Those two are not too much big problem. Other problems are the point.
I disable the log for save memory and loading time.
And mod can work with those 176 mods, no error shows and function worked, no crash. Just the 'Time' control and data read not accurate. And make simulated time reversal and confusion. You can play with it, it’s just to tolerate these weird conditions caused by time chaos.
And sorry, I'm not a programmer I can't do that.
Thank you again, I just report to you if it can help to improve it.
It's very difficult to troubleshoot setups with this many mods.
There are known conflicts listed in the mod's description.
Those categorized as "hard" conflicts are guaranteed to cause bugs if mixed.
You have several of them in your list.
Even then, the list cannot ever be complete, because some mods change names or get siblings...
Unless you want to painstakingly go over your list of mods to see if RealTime is worth disabling some of them, my best advice is to stick to RushHour if that worked well for you.
Installing hundreds of mods is both a great power and a great responsibility, so I expect you to figure something out yourself. You've gotten this far on your own.
Good luck.
Make sure to remove fully incompatible mods, and trigger the respective compatibility modes for partially incompatible mods by naming them after their Steam Workshop ID. You can confirm this by checking the log, Real Time Offline will state which mods have been found and what compatibility modes have been activated.
A list can be found in the description, but for ease of use I have provided the list here as well:
Fully incompatible:
Rush Hour II
Climate Control
Export Electricity
District Service Limit
Date Changer
Real Time
Partially incompatible:
Citizen Lifecycle Rebalance
Building Themes
Force Level Up
Ploppable Rico
Ploppable Rico High Density Fix
Plop The Growables
TimeWarp Fix
Ultimate Eyecandy
Realistic Walking Speed
I also suspect the mods PloppableRICORevisited and EnhancedDistrictServices to be conflicting. You have to find this out for yourself, as they might still be able to work.
For some good advice and methodology I suggest reading the troubleshooting tip in the link provided.[i.imgur.com]
"Rush Hour II" Mod not work, this mod will make heavy damage to your game, it will make game unknown crash with random, and ban truck spawn from buildings, random after loading a save crash the game when let game running from pause.
I just affirmative the time and date synchronization did good.
If I give Real Time a score, I will give 90 points. For me, if can solve the time and date synchronization problem, I will use it and to be a 'Core' mod.
It follwed my test, I don't feel too bad or very bugly this mod with other 176 which I carefully selected mods. It much better than "Rush Hour II" , at least it won't cause random crash during my test.
(By the way, your chinese version not full translation. All "Units" part not translated. And you can bring mod to use Harmony 2 if possible.)
If you can get the translation to work, a maintainer of one of the forks could maybe include your translation into their fork.
My translation work fine for the whole mod. I can send to you if need. I also improved english version of "Units" part, let it shows the corresponding unit.
Anyway, it's at the fork maintainers' discretion if they want to include it.
I just made a suggestion here, since I'm not working on the project myself anymore.
I'll create pull request to the original Real Time mod as well - it has much more users than this version, so hopefully someone there will check the translation.
