actually it's not just MBAV vests, any 3cb vests with their ballistic protection all the way up with ace makes the torso of the unit wearing said vests not damageable (in terms of being injured, it does still effect the unit but only makes their torso bruised)

Hey Snow and Blizzard, my unit expirences a similar problem. We're using ACE, RHS, RHS ACE Compat and 3cb factions.
A significant portion of the 3cb roster uses vests with variing armor levels all able to tank unlimited shots to the torso. We first experienced this with the 3cb AAF faction which does not use any rhs vest!

@Devs please look into this!

ive been on the lookout for a 3cb ace compat mod but i didnt find any for the factions mod, only for weapons

Hey, so there's a mod on the workshop that fixes the issue! It's called Alegro Simple USAF Vests Armor Fix!

We found a different approach, apparently its an ace option which causes this. We're investigating rn

Found a workaround for now:
Try the mod: ACE ARMOR ADJUSTER

Like my comrade already said, we also have problems. But after excessive testing, we found the culprit to be ACE Advanced Ballistics > Barrel Length Simulation.

Yes, the issue does appear related to ACE armour values which can be adjusted. The vests - including RHS ones - do use the BIS armour system values for the different body parts. ACE must then add their own modifier / multiplier on top. Without ACE, the vests act similar to the normal BIS vests.
