[from personal studies - Jakob also received exclusive colonial rights for whole Australia region from the pope, however pope was poisoned soon after that, or right before he made it official - part of deal was to convert religion of native people there and back then those rights were given only by pope and duke was favored because of their friendship and his prestige].. It is also known that duchy was considered just to bee too rich and too developed for a duchy (a secondary power in Europe for sure).. Historically very interesting state that deserve THE mission tree.. I think you can make it interesting, challenging and fun.. the key for duchy was definitely ruler - perhaps you can make a mission reward where Jakob some 6/6/5 become a ruler aswell.. dude almost turned his duchy into kingdom within 20 - 30 years of his reign just by diplomacy and developing country..another fact is that even though duchy was not as rich as kingdom, duke actually was richer than most of kings because of having more actual and real money..so he actually could afford to colonize australia and spread christianity there and curonians also managed to travel oceans with their semi light ships.. another interesting fact that many countries bought those ships from duchy - even England, it was a big money income back then.. A latvian historian told me those and many more things when i did my studies..he also told that curonian raiders beat the ♥♥♥♥ out of everyone that raided their coasts and also started to make revenge raids on danes and swedes untill became most feared raiders in region..so region definitely got some tradition and power..another funny thing from the duchy is that in 1736 duke Biron used russian empire funds that he actually stole or managed to get by deceiving empress and built luxurious and expensive castle called Rundale..cant remember whole story but it was a story of empress affair with the duke i think lol..only historians know those stories, now you do too..

You've put a lot of research into this, so I'd just like to give you a heads up that a mission tree for Kurland is definitely in the works at the moment.
