Yes, I've noticed this as well. But for me this looks more like a bug because if I don't place it, it will spawn somewhere randomly in the fifth era, maybe even right next to a sand quarry. What's even weirder is that it says "near Kobenhavn", which is not even close to it and the glassworks was the very last building I placed on the map.
