Update the game.
I didn't test it with previous version and I'm not going to do so because it is a waste of my time (assuming, I could even get such version) - every single legit source like Steam or Epic will force you to run latest version, with no option to go back to the previous.

I've been using it for a bit and it doesn't seem to have any problems.
I'm using a legit version I bought on steam, there's a way to downgrade any version of a game on steam with steamdb and depot downloader through steam's console (it's through steam's ♥♥♥♥♥♥♥♥ servers).

this is the list of all versions of Cities:Skylines you can download through steam itself by copying the code and pasting it on steam console and then moving the files to the game's folder. It works for basically every game on steam.
though I don't think you need to downgrade since it seems to work fine, I still wrote the instuctions if you ever need to use it :)
