I am not sure what you mean, but the gold you get from your weekly budget report is added to the Quaestor (=Chamberlain), if you have one, otherwise it goes straight in your pocket. Also, in the scriptorium you can just deposit money. It is something you can do, but must not. Usually one uses the chamberlain to store gold, but if you dont have one and you dont want to run around the worldmap with a lot of gold you can deposit it in the scriptorium

It comes "to treasury", which is directly accesible by your Quaestor (chamberlain).

Small correction on my side: "must not" means "it's forbidden/you can't". You most probably meant "don't have to".
