Stats. Yes, it is a weapon
Since it is listed as a weapon, i am assuming it is a weapon. This is my idea:

+35% movement speed while in the air
-50% falling speed (practically no fall damage whatsoever)

+15% damage vulnerability on wearer

So what do you think?

Would it replace the Shotgun? Because if so it'll be loved by all trolldiers. That's also why I wouldn't change anything with movement speed or falling speed or that cinda things. Maybe something like:

- 75 % Fall damage
- 50 % Knockback (similiar to the Mantreads)

It could replace the Shotgun. Stats seem like they'd be more balanced with ThirstySoul's suggestion.
-100% Fall Damage
+25% Self-Inflicted-Rocket Resistance
Iunno seems like that would be fair to me.

I'm liking Stocke's suggestion the most so far, but make that +25% Rocket Jumping damage. Taking no fall damage as a soldier and still having a primary rocket launcher would be a pretty big deal. If not, just stick with the no fall damage.

+20% self-inflicted rocket knockback
+20% speed in air while rocketjumping
- no fall damage

basically drastically increases your ability to fly in the air through rocket jumping, with no downsides except that you lose your shotgun (it is in slot 2)

The thing is, that Rocket Jumping will be totally different when you equip that weapon. That means that you've to "relearn" Rocket-Jumping. When you try to Rocket-Jump on a Server with Custom Gravity or with a higher Rocket Jump Knockback, many Standard Jumps (like Pogo's, Wall-Jumps etc.) won't function the way they did before.

But that's just me.

you should make the weapon make him not be able to be knockbacked by any weapon including airblast but he may not rocket jump AT ALL

When you're not able to rocket jump, where's the point in getting no knockback?

To outlaw a Trolldier to Jump those Jumps, is like outlawing a Heavy too shoot Bullets.

I believe it should be:

+25% Rocket Jump Height
-25% Falling Speed
+25% Damage knockbeack (when YOU get hit)
-15% Health

Is this good?
