This Mod unbalances the game towards bigger nations, you won't get that many penalties by not having enough power points to invest on development compared to smaller nations, that have fewer number of provinces to divide the power points. So be prepared... =)

EU4 penalizes those who expand too much. I started this mod because I couldn't see my +1k Empire full of 3~10 development provinces, while some parts of the world populated by small countries had an average development of ~20 per province. The bigger the nation the more this problem occurs. There is also the problem to share your power points between your provinces to invest in development. So, The bigger you are the harder this problem occur.

One big issue you will be having with DDM on is to convert. The higher development a province has, the harder it is to convert... so late game, it will become almost impossible to convert provinces.
